1. On October 8 (Sat.), Mr. Junichiro Koizumi, Prime Minister of Japan, and Mr. Nobutaka Machimura, Minister for Foreign Affairs of Japan, sent messages of condolences respectively to the Islamic Republic of Pakistan and India, where the huge earthquake on that day caused extensive damage.
2. The Government of Japan has decided to provide the emergency assistance below to the Islamic Republic of Pakistan for the victims of the disaster from a humanitarian point of view and taking account of the friendly relations between Japan and Pakistan.
(1) On October 8 (Sat), upon receiving request from the Islamic Republic of Pakistan, the Government of Japan decided to dispatch a Japan Disaster Relief Team (Rescue Team and Medical Team) to Pakistan.
(a) In the morning of October 9 (Sun.), 49 members of the Japan Disaster Relief Rescue Team (composed of the staff of the agencies such as Police, Fire Service, Coast Guard) left Japan for the disaster area. (b) On October 10 (Mon.), 21 members of the Japan Disaster Relief Medical Team (including 4 medical doctors, 7 nurses, and 1 pharmacist) will leave Japan.
(2) On October 9 (Sun.), the Government of Japan decided to extend emergency assistance in kind (blankets, tents, water purifiers, generators, plastic containers, sleeping mats, plastic sheets, and portable water tanks) worth 25 million yen to the Islamic Republic of Pakistan, which has sustained the extensive damages caused by the earthquake.
3. Japan Platform (JPF), which is the organization for emergency humanitarian assistance and was established under the collaboration among the Japanese Government, business circles, and non-governmental organizations (NGOs), has decided to dispatch initial response missions, by employing a fund which had been contributed by the Government of Japan for JPF. Some staff of the missions have left for the disaster area on October 9 (Sun.). While other JPF member NGOs are considering to dispatch the initial response missions, the NGOs which have dispatched the missions are as follows:
(1) Peace Winds Japan (PWJ) (2) Japan Center for Conflict Prevention (JCCP)
4. The Government of Japan is coordinating to dispatch Mr. Shuzen Tanigawa, Senior Vice Minister for Foreign Affairs of Japan to the Islamic Republic of Pakistan on October 10 (Mon.). After arriving at Pakistan, Senior Vice Minister Tanigawa is scheduled to exchange views with the counterparts of the Pakistani Government on the issues such as needs for assistance, as well as to examine the situations of the disaster areas including Islamabad.
