with respect to tsunami debris deriving from
the Great East Japan Earthquake

1. Today, November 30, 2012, the Government of Japan voluntarily decided to extend ex gratia the gift of five million U.S. dollars ($5,000,000) to the Government of the United States of America, which gave tremendous support to Japan in the wake of the Great East Japan Earthquake, including “Operation Tomodachi,” in order to demonstrate goodwill of the Japanese people and government with respect to tsunami debris deriving from the Earthquake.

2. Prime Minister Noda announced this gift to Secretary of State Clinton in a courtesy call from Secretary Clinton during his visit to Vladivostok to attend the APEC Economic Leaders’ Meeting in September, 2012.
