2020 Autumn Conferment of Decoration
The Honorable Stephen Gilbert Burns

 On November 3, 2020 (Japan Time), the Government of Japan announced the foreign recipients of the 2020 Autumn Imperial Decorations. Former Chairman of the U.S. Nuclear Regulatory Commission, the Honorable Stephen Gilbert Burns, is among this year’s foreign recipients, and in recognition of his contributions to enhancing the cooperation between Japan and the United States on nuclear safety regulation, he will receive the Order of the Rising Sun, Gold and Silver Star.

SUMMARY OF CONTRIBUTIONS

  The Honorable Stephen Gilbert Burns enhanced cooperation between Japan and the United States on nuclear safety regulations as the Former Chairman and Commissioner of the U.S. Nuclear Regulatory Commission (NRC). Under his leadership, the NRC provided various forms of support to the Japan Nuclear Regulatory Agency (NRA) which led to the introduction of a new regulatory framework, modeled after the Reactor Oversight Process developed by the NRC.

  He also promoted a greater understanding within the international community of the situation in Japan after the Fukushima Daiichi Nuclear Power Plant accident, as well as on the Japanese Government’s efforts on nuclear liability and compensation. He achieved this by playing a key role in the sharing of information as the Head of Legal Affairs of the Nuclear Energy Agency of the Organisation for Economic Co-operation and Development (OECD/NEA).
